Sets of economic measures to mitigate the consequences caused by the coronavirus epidemic at the Municipality of Tivat

The world, the region, Montenegro, and thus Tivat, are suffering significant economic consequences caused by the global coronavirus epidemic, which does not abate and prevents the regular functioning of all economic branches. The tourism sector, on which the state economy, as well as the finances of local government, rely to a large extent. is particularly endangered,  As a result, a large number of caterers, hoteliers, owners of private accommodations are endangered, and all citizens of Tivat are feeling the consequences.

Having in mind the obstacles that each member of our community faces, one way or another, the Municipality of Tivat has adopted two sets of economic measures that represent support to businessmen and citizens of Tivat. The total value of both sets of measures that have been adopted so far at the sessions of the Municipal Assembly of Tivat is slightly less than 1.5 million euros.

The first package of measures, adopted in May 2020, is worth just over half a million euros and includes the following:

  • Postponement of payment of real estate tax for 2020 – I installment until August 31, II installment until November 30;
  • Postponement of the execution of the decision for forced collection for local public revenues for 60 days, for forced collection procedures initiated in 2020;
  • Postponement of payment of tax liability on the basis of surtax on personal income tax for 90 days;
  • Exemption from payment for the use of commercial facilities that are accessible from the municipal road for 2020 for 90 days;
  • Exemption from rent of business premises owned by the Municipality for 90 days;
  • Exemption from payment of real estate tax for 2020, for land registered for agricultural activities;
  • Exemption from payment of the license fee for taxi associations and entrepreneurs, from March 19 to December 31, 2020, and
  • Reduction of obligations to pay membership fees to the Tourist Organization of Tivat in the amount of 50% for 2020.

The second package of measures adopted in the first half of August is worth almost one million euros and contains the following:

  • Reduction of rent payment obligations for tenants of business premises and land owned by the Municipality by 50% for the period from July 1 to December 31, 2020;
  • Reduction of local utility tax payment obligations by 50% from July 1 to December 31, 2020;
  • Reduction of the obligation to pay real estate tax for individuals and legal entities, by 10%, for 2020;
  • Exemption from the obligation to pay the fee for the use of municipal roads for 2020;
  • Exemption from the obligation to pay local administrative fees for 2020 and
  • Suspension of collection of default interest for debt based on real estate tax for 2020.

Mentoring services

The Secretariat for Tourism and Entrepreneurship of the Municipality of Tivat has activated a program line for providing mentoring services for micro, small, medium enterprises and entrepreneurs engaged in production or provision of services.

It is a free, non-financial support that aims to reduce the number of failed companies, by providing long-term support to the entrepreneur or company through the joint implementation of activities such as:

  • Diagnosis – analysis of the current situation in the company, or with the entrepreneur;
  • Assistance in the preparation of development activities / plans and their implementation, in order to achieve the best possible business results;
  • Advising and coordinating activities aimed at accessing funds, government business support programs, new technologies, consulting services, etc .;
  • Assistance in finding business partners and establishing business cooperation.

The mentoring service has been active since last year, when three companies used this opportunity. The competition for 2020 is underway.

A mentor is a qualified person who has a certificate that he has successfully completed mentoring training organized by certified mentors of the Development Agency of Serbia and JICA consultants in the field of company diagnostics, financial management, marketing, business plan writing, production management, business communication and human resources development.

The process of mentoring companies, conducted on behalf of the Municipality of Tivat by Petar Vujović, Secretary of the Secretariat for Tourism and Entrepreneurship as a certified mentor according to the Japanese methodology, is based on an established mentoring scheme, developed in cooperation with the Japan International Cooperation Agency (JICA).

The mentoring training was realized within the project “Establishment and promotion of mentoring services for small and medium enterprises in the countries of the Western Balkans, Phase 2”, organized by the Ministry of Economy and the Japan International Cooperation Agency JICA.

Mentoring includes an analysis of the current situation in the company, ie the entrepreneur; assistance in the preparation of development activities / plans and their implementation, in order to achieve the best possible business results; advising and coordinating activities aimed at accessing funds, government business support programs, new technologies, consulting services, etc .; and support in finding business partners and establishing business cooperation.

Through mentoring, employees and business owners are opened to see things from a different perspective, the entrepreneurial spirit is developed, and a new value and stronger economy is created, which leads to a higher standard. A Mentors works on building and strengthening practical and theoretical knowledge, as well as the skills to provide quality support to all who need it.

Women’s entrepreneurship

For two years in a row, the Secretariat for Tourism and Entrepreneurship of the Municipality of Tivat, has been providing support to quality business plans of women entrepreneurs, planning budget funds for this purpose.

The first public competition for the distribution of funds to support women’s entrepreneurship from the budget of the Municipality of Tivat for 2020 was announced on May 5 this year and was open for 30 days.

Based on the established criteria, assessment and evaluation of the business plan, the Commission for Allocation of Funds to Support Women’s Entrepreneurship decides to allocate funds to the following applicants: “Bakina kuhinja” doo Tivat to improve working conditions in the kitchen; “Cake shop” doo Tivat for the innovation project and entrepreneurs Ljiljana Todorović for the business plan called “New flower step for my city”. A total of 5,000 euros was distributed.

Unlike in 2019, where only three applications were received for as many as three public calls for support for women’s entrepreneurship, this year the interest of the entrepreneur is significantly higher, so that the available funds were used in the first call.

The decision on the distribution of funds to support women’s entrepreneurship for 2019 supported the business plans of two family companies from Tivat, namely: “Vula sistem” d.o.o. Tivat with € 3000.00 and “Porto Bjelila” d.o.o. at € 2500.00.

Support for agriculture

The Municipality of Tivat has been implementing a program of incentive measures in agriculture for several years, expanding the set of measures to support agricultural producers.

In line with the Agricultural Incentive Plan support increased from six measures in 2011, to eleven in 2020.

It is about co-financing projects in the field of agriculture and tourism and for landscaping, gardens, meadows or lookouts within the household that is in the function of providing tourist and / or catering services in the rural area of ​​Tivat, as well as equipping catering, tourist or accommodation facility in the function of providing tourist and / or catering services in the rural area of ​​the municipality of Tivat.

The municipality financially supports and prepares project documentation for the renovation of existing ruined houses and the remains of rural houses for the purpose of providing tourist and / or catering services in the rural areas of the municipalities.

Support is also provided for the development of fruit and vineyard production, olive growing, vegetable and flower production, beekeeping, animal husbandry, organic agriculture, fishing and mariculture, and the management of green waste from agricultural production.

Public calls are published within the Decision on Incentives in Agricultural Development and the Plan of Incentive Measures in Agriculture for 2020, which determine the conditions, criteria and manner of application.

As of this year, a new support has been introduced – for poultry farming. Also, for the beekeeping sector, it is possible to purchase additional equipment for the maintenance of locations where the apiary is located. A new measure in the field of rural tourism for project documentation – the development of a project for the renovation of existing ruined houses and the remains of rural houses in order to provide tourist and / or catering services in rural areas of municipalities.

New subsidies, as well as the improvement of existing measures, result in continuous cooperation and communication with agricultural producers at the local level.

The Plan changed the procedure for using incentive measures this year, having in mind the new situation due to the epidemic of the new coronavirus in Montenegro, and in order to help agricultural producers as much as possible, .

It is possible to pay in advance support for measures through which the procurement of certain funds, equipment, machinery and the like. This facilitation procedure allows farmers to have easier access to the necessary financial resources and incentives to maintain and not accept agricultural holdings.
