JOB DESCRIPTION – Office of the President of the Municipality

Advisor to the President of the Municipality is Petar Vujović. He was born on August 26, 1976, in Cetinje. He attended primary school in Tivat and high school in Kotor. He is a holder of Luča I and Luča II diplommas. He graduated from the International School of Management “Braća Karić” in Belgrade, with an average of 9.7. In 1999 he won the municipal award “21. Novembar” as the best student in the Municipality. He was a postgraduate student at the Faculty of Economics in Podgorica. The former youth representative of Montenegro in handball, trained in “Partizan” and “Red Star”.

His working career began back in 1995, in a family travel agency “SIP travel”. From 2002-2004 he worked in “EKSIMBANKA a.d. Beograd”, as the loan officer. 2004-2005 he worked first as a sales manager for Serbia and Montenegro in dealership of the Swedish giant “VOLVO” for Serbia and Montenegro, and then as the executive director of the same company in Montenegro. After a short business engagement in the company “KOMPAS MONTENEGRO” – the representative of Slovenian tour operator for Montenegro, as deputy executive director, in the period of 2006-2007, he worked as a Sales manager in the company “BEPPLER & JACOBSON” - Hotel Avala in Budva.

In the period of 2008-2010, he was an alderman in the Municipal Assembly Tivat, when he resigns and begins his work in the Municipality of Tivat in the office of the President, as the advisor for international relations and economic development. He is fluent in two languages, English and Italian. He is married and has 2 children.


Advisor to the President of the Municipality performs the most complex tasks related to the performing of the functions of the President and the Vice President of the Municipality, coordinating the work on the preparation and organization of the Collegium meeting and developing records from those meetings. He prepares the meetings organized by the President of the Municipality, prepares or participates in the preparation of draft legislation which the President sends to the Assembly. He also performs the most complex tasks for enabling of all relations and cooperation between the President of the Municipality and the Assembly and the Government of Montenegro, local self-governments and the Union of the Municipalities of Montenegro and performs the most complex protocol duties related to this cooperation. He is taking care of handling the petitions and participates in the realization of the program of stay and visits of foreign and domestic delegations, performs the activities on organizing the ceremonies of awarding prizes, recognitions in the Municipality, and participates in the performance of other protocol activities.


Office of the President of the Municipality performs professional and other activities relating to the performance of the executive functions of the President of the Municipality, working bodies - the Commission of the President, and in particular:

 

  • development of regulations and other documents issued by the President of the Municipality;
  • in cooperation with the competent authorities participates in drafting regulations and other acts within their jurisdiction
  • monitoring the implementation of the acts and decisions of the President of the Municipality and his working bodies and making expert-informative material from the jurisdiction of the President of the Municipality; participation in the preparation of development programs, project proposals and taking care of their implementation; providing expert opinions for the President of the Municipality; preparation of meetings of the President and the Vice President of the Municipality and other meetings organized in the Municipality and ensuring the implementation of the obligations established on these meetings; preparation and organization of meetings for the President and Vice President;
  • providing materials and organizing cooperation with journalists in relation with the informing the public about the work of the President and of the local administration and public services; performing other tasks in order to ensure transparency of the work of the President and his service in cooperation with the competent Secretariat - Information Centre.
  • performing the activities related to the exercise of co-operation with the Assembly and the Government of Montenegro, the Union of Municipalities of Montenegro, the municipalities in the state and other municipalities and cities in the country and abroad;
  • performing the protocol activities for the needs of the President of the Municipality;
  • performing the activities in the field of international, cross-border and other forms of cooperation;
  • participation in the development, adoption, implementation and monitoring of strategies, plans, programs and action plans and programs of local and national importance;
  • monitoring and improvement of the system of local self-government;
  • ensuring compliance of regulations and other documents during their preparation, with laws and other regulations and providing technical assistance to the authorities in the preparation of regulations and other documents;
  • dealing with petitions and complaints of citizens and preparation of responses to these; scheduling of receiving the parties by the President, and, if necessary, receiving the parties; dealing with complaints, sent by the state authorities, addressed to the President of the Municipality, in order to establish the facts, and to resolve issues that are the subject of these petitions and complaints;
  • performing other duties designated by the President of the Municipality.
  • within the Office of the President, there is an Office of the municipal team in charge of writing projects funded by the EU.
