JOB DESCRIPTION – Directorate of Property

Directorate of Property performs tasks related to:

 

  • proposing acts relating to property rights and powers which Municipality exercise in respect of property used for the performance of its functions and keeps records of that property; initiating the procedure for registration of rights to real estate; initiating procedures for the transfer of property rights and performing of professional processing of the regulations on transfer of those rights; providing data to the authorities of the Municipality based on the records kept; preparing the regulations and processing of acts in relation with the disposal of state property within the powers of the Municipality (decisions, agreements, resolutions); giving opinions on draft laws on the disposal of state property prepared by public services founded by the Municipality; preparation of contracts on leasing of real estate; preparation of contracts on leasing of agricultural land; keeping records on property changes based on such documents and initiating procedures for changing the entry of real estate rights; performing activities in the expropriation procedure according to the law; conducting the proceedings and making decisions on sale of undeveloped urban construction land of former owners in order to adjust it with the purpose specified by the plan;
  • andscaping, securing and taking care of local entities of general interest;
  • keeping records of residential and business premises owned by the Municipality;
  • preparing and taking measures towards the protection of property rights and powers of the Municipality; representation of the Municipality and its authorities in front of the competent courts and bodies in order to protect and enforce property rights and other interests of the Municipality; involvement in the identification and protection of the capital of the Municipality in cases of transformation of business entities;
  • performing professional and administrative-technical tasks related to the implementation of the decisions of a committees responsible for housing issues, except for apartments allocated to people in need (purchase of apartments, rearranging of the leasing agreement, purchase of apartments under favorable conditions, the verification of contracts, etc.) and other affairs relating thereto;
